A number of legal and organisational requirements must be met in order to keep records of EU and non-EU goods in the operation of a customs warehouse. However, there is no need to keep records in book form. According to the guidelines of the Ministry of Finance and the National Tax Administration, goods records may be kept using computer programmes, i.e. electronic data processing techniques, provided that they meet the requirements of the customs authorities.
The PasCom II system, used in accordance with the manual, fully complies with the requirements of ICT records, in terms of:
- Access and data protection: It guarantees full insight into the processed data and its protection against distortion, deletion or loss.
- Change history: Allows corrections to be made to data while maintaining a full history of entries, including the date of correction. This allows for accurate tracking of any changes as required by customs.
- Integrity of records: Ensures that no data can be deleted without leaving a trace, ensuring full integrity of the records and compliance with legislation.
- Print generation: Enables the generation of data printouts according to specific criteria, which streamlines the preparation of documentation needed for control and audit purposes.
- Secure archiving: Provides the ability to archive data on IT media, which enables it to be stored securely in accordance with legal requirements and for future retrieval.
For customs purposes, we can provide a relevant statement confirming that PasCom II software meets the above requirements.
